This is just my pet hypothesis without anything to back it but... Like you mentioned Constantine wasn't technically baptized a Christian until his deathbed. If Pope Sylvester leaves Rome for a council a technically heathen Emperor calls he's setting a precedent that any Emperor can command ultimate authority over the faithful in the future. That's my thought on why he sent legates instead of himself.
